In April 1993 City Construction won the tender to design and build a new timber processing plant for Juken Nissho Ltd after an extensive nationwide tendering procedure. Within 10 months, a substantial maize paddock at Matawhero had been converted into the Gisborne district's biggest industrial building complex - with 3000m3
of concrete and 18,000m2 of buildings.
The plant was officially opened as scheduled on 4 February 1994.
City Construction has remained Juken NZ's builders of choice since the mill's first peg was hammered home, with extensions to the mill and its operations built in successive years.
